  • Policy Briefs: Policy recommendations for advancing a just transition in the current policy

    This report introduces policy processes shaping a just transition to a green and digital future across mobility and agrifood sectors. The study to be performed in 2026 will focus on identifying policy process bottlenecks and enabling factors at national, regional, and municipal levels that influence the integration of sustainability, digitalisation, and justice considerations in ongoing transitions. The analysis will focus on four empirical case contexts. In the mobility sector, Sustainable Urban Mobility Plan (SUMP) processes are examined in Helsinki (Finland) and Vitoria‑Gasteiz (Spain). In the agrifood sector, the implementation of the EU Soil Monitoring Law is explored at the national level in Poland and at the regional level in Ibiza (Spain), with a focus on regenerative agriculture. Rather than assessing policy outcomes, the study concentrates on policy design and coordination processes, recognising their central role in shaping just transition pathways. The study introduces a conceptual framework based on justice dimensions and policy intervention points to guide subsequent empirical work.

  • Co-creation of policy measures report - stakeholder analysis and engagement plan

    This report provides a conceptual and methodological framework for justice-oriented policy co-creation called The READJUST Framework for Just Policy Co-Creation. The framework will be applied to create stakeholder analysis and engagement plans for the READJUST project’s case studies to support creating policy recommendations that advance just and socially desirable twin transitions in the agri-food and mobility sectors. This way it contributes to the project’s objective of advancing equal and responsible twin transition policy. The framework is based on a review of inclusive policy making approaches in academic and grey literature and an iterative process informed by READJUST expert input. It supports policymakers and researchers in designing an engagement plan that specifies who should be engaged, how and when in policy co-creation processes. More specifically, the framework helps guide the design of (1) a co-creation process goal setting in a way that accounts for key justice principles; (2) a stakeholder analysis that accounts for vulnerability caused by the twin transition and helps prioritize which stakeholders should be included; and (3) make choices about the appropriate methods and modes of co-creation. This report outlines the key justice perspectives underpinning the framework, describes the literature review and analysis methods, presents and integrates the results into three key themes for policy co-creation. It then introduces the READJUST framework for just policy co‑creation and creates recommendations for a stakeholder analysis and engagement plan in the READJUST cases, concluding with a discussion of how the framework will be applied, tested, and refined in READJUST case studies during 2026-2027.

  • Data Management Plan – 1st update

    This report presents the first update of the Data Management Plan (DMP) for the READJUST project and describes the strategy adopted by the consortium to ensure effective, responsible, and compliant management of data throughout the project lifecycle. Building on the initial DMP (submitted in M6), this update refines and expands the description of the types of data collected, generated, and used across the Work Packages (WPs), reflecting the integration of the new partner joined through the Hop On Facility and the project’s progress to date. It outlines how the FAIR principles continue to guide data handling practices and provides updated information on data governance, access conditions, and responsibilities. In addition, the report describes the infrastructure and procedures in place to support all READJUST partners in managing non-commercially sensitive data. The DMP will be further updated in a final version in M42 to incorporate additional data-related developments.

  • Twin Transition 2050: Scenarios for Mobility and Agrifood

    This document presents four coherent future scenarios for the Twin Transition in the Mobility and Agrifood sectors towards 2050. The rigorous multi-stage, participatory process resulted in the following scenarios: Fragmented Efficiency (market-driven progress in isolated enclaves, exacerbating inequality); The Managed Utopia (systemic efficiency and climate neutrality achieved through central technocratic control, trading freedom for stability); The Mosaic of Resilience (societal resilience achieved through radical decentralization and local self-sufficiency, at the cost of continental cohesion); and The Deliberative Commons (an equitable, values-driven transformation slowed by bureaucratic consensus). The key conclusion is that a truly just transition should adopt a model that balances efficiency with universal access, treating core technologies as public resources to prevent new forms of social exclusion.

  • Report on synergies and commonalities in policies, strategies and programmes related to twin transitions in EU policies

    This report introduces a policy mix perspective to conceptualise synergies and commonalities in twin transition policies at EU level. Starting from this policy mix perspective, twin transition policies should be viewed as interconnected measures rather than isolated initiatives. Furthermore, it presents the results of a quantitative exploration of EU policy documents and qualitative content analysis of 15 selected EU policy documents, interpreting and contextualising their relevance for the twin transition.

  • Factors driving inequalities in twin transition and mapping equality enablers

    This report examines how Europe’s green and digital transition policies risk deepening existing social and regional inequalities. Drawing on theories of transformative innovation policies and the capability approach, we move beyond static snapshots of who is vulnerable to examine how unequal outcomes emerge through policy–place–people interactions. We develop a conceptual framework that identifies key drivers of inequality: policy ambition and directionality, policy instrument design, institutional context, adaptive capabilities, and economic ecosystem characteristics.

  • Vulnerability assessment and engagement strategy

    This report focuses on the impact of the twin transition—green and digital transformations—on vulnerable groups within the agri-food and mobility sectors. Its primary goal is to synthesise experts' views on vulnerable groups affected by the twin transition in these two sectors. Vulnerable groups are defined as those who face greater challenges to adapt to transitions due to their sensitivity and limited capacity to respond to the changes. The challenges may be caused by pre-existing inequalities, systemic barriers, or limited access to the resources and support needed for better adaptation.
