Systematic Analysis and Assessment of Twin Transition Policies – Call for Tenders
1. Background and Context
The main aim of the READJUST project is to track, assess, analyse and address a wide range of aspects of intended and unintended inequalities triggered by twin transitions policies, READJUST addresses the inequalities that are caused or aggravated by the twin transitions with a particular focus on the mobility and food-agricultural sector.
2. Purpose of the Call for Tender
The objective of this call is to subcontract an entity with a proven track record in policy tracking and analysis. The selected entity will undertake a comprehensive analysis and assessment of twin transition policies at European, national, and local levels. This work will contribute to the design and development of a policy action tracker, aligning with the project’s operational objectives and ensuring practical methodologies are integrated into the decision-making process. The entity will help the project in the process of prioritization of twin transition policies based on their relevance and bindingness for stakeholders.
3. Scope of Work
The subcontractor will be responsible for delivering the following services in close collaboration with and under the supervision of the project partner:
- Systematic analysis and assessment of twin transition policies, methodologies, and processes.
- Design and facilitation of workshops, interviews, and other interactive sessions to gather insights and ensure stakeholder engagement.
- Support for decision-making regarding the policy action tracker’s design, including the identification of appropriate methodologies and alignment with project objectives.
- Develop an approach to prioritize twin transition policies based on their relevance and bindingness for stakeholders.
4. Subcontractor requirements
The subcontractor should have a demonstrated international network due to the international dimensions of our project.

9. Data protection
If processing a reply to the invitation to tender involves the recording and processing of personal data (such as name, address and CV), such data will be processed pursuant to Regulation (EU) 2018/172512 of 23 October 2018 on the protection of natural persons with regard to the processing of personal data by the Union institutions, bodies, offices and agencies and on the free movement of such data, and repealing Regulation (EC) No 45/2001 and Decision No 1247/2002/EC.
